A disembodied voice utters the phrase... "Dozens to Let Go...." The phrase is most likely an immediate reference to an earlier word (i.e. "Taps") mentioned moments before by potentially the same disembodied voice. The phrase could also perhaps represent a veiled reference to slave trading.
