A powerful winter storm will move into southwestern California
tonight and Saturday. Very strong and damaging southerly winds
will likely accompany this storm system across many portions of
Southwest California. This has the potential to be one of the
strongest southerly wind events in recent years associated with a
storm system. The strongest winds with this event are expected to
be across the mountains where damaging wind gusts up to 80 mph
are likely. The mountains of Los Angeles and Ventura counties are
covered under a Winter Storm Warning. Other portions of the high
wind warnings will experience damaging wind gusts of 60 to
75 mph. These winds will have the potential to down numerous
trees and powerlines, and be dangerous for high profile vehicles.
Dangerous driving conditions will be likely across Interstate
5 Corridor near the Grapevine on Saturday due to the potential
for very strong wind gusts of 70 to 80 mph.
HIGH WIND WARNING REMAINS IN EFFECT FROM 3 AM TO 3 PM PST
SATURDAY...

* WINDS AND TIMING...South winds increasing to 35 to 50 mph with
damaging gusts to 65 mph possible, except isolated gusts to 75
mph in the foothills. Strongest winds on Saturday.

* Impacts...Winds this strong have the potential to down
numerous trees and power lines, causing property damage or
power outages. Cross winds can make driving difficult,
especially for drivers of high profile vehicles and vehicles
towing trailers. This includes Highway 101 and State Route 46
as well as highways 41, 58, and 166.
The National Weather Service in Los Angeles/Oxnard has issued a
Coastal Flood Advisory, which is in effect from 4 AM to 10 AM PST
Saturday.

* SURF...Breaking waves of 8 to 12 feet are expected tonight into
Saturday, building to 12 to 19 feet by Sunday morning, before
subsiding to 6 to 8 feet by Monday afternoon. There is an
increased risk for ocean drowning. Rip currents can pull
swimmers and surfers out to sea. Large breaking waves can wash
people off beaches and rocks, and capsize small boats near
shore.

* COASTAL FLOODING...Large south to southeast wind waves will
result in coastal flooding of sea water around the 800 am high
tide on Saturday over vulnerable south facing coastal and harbor
areas...including Port San Luis. Impacts possibly include
coastal walkways and access roads, as well as unprotected
structures on the immediate coast. Today`s storm system brought widespread rainfall of 1 to 2 inches
across Southwest California, with local amounts up to 2.50 inches
across the foothills and coastal slopes of Ventura and southern
Santa Barbara counties. A more powerful and longer duration storm
system is expected to affect Southwest California Friday night
through Saturday night. This storm will likely have a strong and
damaging south orographic wind component which will increase
rainfall amounts and intensities across south facing foothills
and coastal slopes.

CURRENT EVACUATION ORDERS FOR CALIFORNIA

Santa Barbara County emergency officials on Friday issued an evacuation order for residents in debris flow areas ahead of anticipated weekend storms.

Those living in certain parts of Montecito, Summerland and Carpinteria — all coastal areas scarred by the Thomas, Whittier and Sherpa fires in 2016 and 2017 — must evacuate by 8 p.m. on Friday, according to the Santa Barbara County Sheriff’s Office.

Areas adjacent to evacuation zones may become isolated during a debris flow, and nearby residents should also be prepared to leave their homes.

The Red Cross will set up an evacuation center at the Goleta Valley Community Center, 5679 Hollister Ave.

A storm system is expected to hit the Central Coast on Friday and Saturday, bringing 2 to 4 inches of rain and gusting winds, according to John Lindsey, a PG&E meteorologist.

More than 20 people were killed in January 2018 after mudslides tore through burn areas. This winter, officials have taken a proactive approach to evacuations, warning residents to leave their homes when major storms are in the forecast.

Residents were previously evacuated as a precaution in mid-January. The order was lifted a day later, after the area received less rain than expected.
