The cloaked figure is WITHOUT QUESTION, FAKE.
If TAPS wanted (you) to debunk it they'd provide the original feed. Instead you're treated to video of their PC screen recorded by the TV camera. The generational loss is so great you can't truly see who (not what) it might be.
If Brian thought someone(else) was pulling a prank he would've been after them. He would've ran the all of 10 feet in the (dark) debunk as he ran in total darkness the length of the cell block as he sprinted all the way.
When you study Brain's actions it's clear it's Brian.
