There was a Roman fort or marching camp at the mouth of the River Dee, during the early campaigns of governor Publius Ostorius Scapula in his campaign against the Deceangli in north-east Wales at around 47 to 48 CE.
At around 74 CE during the early administration of governor Sextus Julius Frontinus, an auxiliary fort was constructed at Chester. By AD79 the site had developed into the twenty-five hectare fortress base of the second Legion Adiutrix Pia Fidelis.
Around 87 CE the second was withdrawn from Britain by the emperor Domitian and was replaced at Chester with the 20th Legion Valeria, who had been recalled from the newly-built fortress at Inchtuthil in Scotland to maintain a strong legionary presence outside troublesome North Wales.
In about 102 CE, during the reign of the Emperor Trajan, the fortress was rebuilt, this time in stone backed by a rampart of sand and clay, with a double ditch outside
