I reposted this video because I wanted to add the clear audio of Cecil at the beginning from Don's footage.
As far back as most Elkton residents can remember there's always been a rumor circulating about ghost named, "Cecil" at Town Hall (AKA, The Jenning's House). We were in the process of confirming if Cecil is a nickname for the hauntings at Town Hall. Or was he a person who was really named, "Cecil" who is haunting Town Hall. Along with many other spirits.
Keeping in mind this house was used as a makeshift hospital during the Civil War.
(Best to listen with a blue tooth speaker or ear buds to CLEARLY hear the responses).
