There are three captures within this 60-second clip. The white light anomaly at 38 seconds appears to have a rational explanation of an insect.

At the start of the footage, the trigger object lights up and is what triggered the CCTV alert, taking into account the latency of the audio and video, an unusual rap sound is heard, with a fundamental frequency of 720Hz, a tight peak of frequency which is difficult to explain due to almost zero resonance being captured.

Is the trigger object lighting up and the rap sound connected? Even with the short 3-second gap between events, you can't say for sure, but it's equally possible these two events are occurring have no relevance to each other. But the frequency is extremely unusual.
